Together with Ba Dinh District, Hoan Kiem District is the political, administrative, economic, and cultural center of Hanoi, Vietnam. Its history is closely linked to the thousand-year-old history of the Thang Long Imperial Citadel. During the Ly and Tran dynasties, Hoan Kiem District was part of Tho Xuong District, known for its bustling trade activities within the ancient Thang Long Imperial Citadel.

From 1886, during the French colonial period, Hoan Kiem District saw development towards the southern part of Hoan Kiem Lake, following a European-style urban planning system with characteristic chessboard-like streets. At that time, the district covered a significant portion of the former French-ruled Hanoi. Many French architectural structures were built, and most of the streets in present-day Hoan Kiem District were named in French.

From 1954 to 1961, the Hoan Kiem District area included Dong Xuan, Hoan Kiem, and a part of Hang Co streets. After 1975, Hoan Kiem District underwent strong development beyond the dike, where collective residential areas for government agencies were established. In January 1981, Hoan Kiem was officially designated as a district with 18 wards, which has remained stable until today.
